The goals and objectives of the PSC are mainly guided by the principles of the ICPD 1994. The ICPD has put the directives of all population activities to all countries according to their priorities.
The International Conference on Population and Development ICPD and its Program of Action represent the most recent international acknowledgement of population issues in all spheres of human existence, e.g., social, economic, ecological, political, human and individual rights, quality of life, and the like. The areas covered by the Programme of Action provide an inventory of major concerns, issues and recommendations on population and development perceived, to date, in its broadest perspective. Titles of selected chapters in the Programme of Action are reproduced here as an indication of the widening recognition of substantive and operational linkages between population and various aspects of sustainable human development:
Interrelationships between population, sustained economic growth and sustainable development.
Gender equality , equity and empowerment, of women.
The family , its roles, rights, composition and structure.
Population growth and structure.
Reproductive rights and reproductive health.
Health, morbidity and mortality.
Population distribution, urbanization and internal migration.
International migration.
Population, development and education.
Technology , research and development.
The ICPD also underscores the role of national Governments and other national agencies in implementing the Programme of Action by domestic resources mobilization and allocation. Two of the more important aspects of national response are the strengthening and expansion of human resource base and the creation of enhanced awareness through information, education and communication (IEC) at all levels of the importance of population endeavors sustained human development.
